Your product reach is too restrained. Try expanding your name recognition beyond the confines of Virginia. Try New England, where more people eat out than in any other section of the country. Have you ever thought of advertising in small local newspapers. Take the Valley Breeze in Rhode Island and Southern Massachusetts as an example. Far more popular than the traditional Providence Journal which is about 150 years old. But the Breeze is free which makes it more accessible to residents all over the state. And by now, I suspect it has much wider circulation throughout the state than does the Journal. I read it each week!! And so do all my friends.
